Dr. R.P.Singh did his Bachelors and Masters in Physics from Banaras Hindu University, Varanasi.
He did his Ph.D in Condensed Matter from University of Western Ontario, Canada and Post doctoral fellowship in Center of Chemical Physics at the University of Western Ontario. He was awarded Gold Medal during his Masters and was winner of Merit award in Honors in Physics.
Dr. Singh has been extensively involved in Policy Planning of Higher and Technical Education at the National and State level for increasing effectiveness of teaching and learning as well as making a robust system of professional education in the country during the past 15 years. Some of the important contributions during past few years have been his active involvement in making processes and guidelines for Accreditation at the National level, for re-engineering the Engineering Education in the Country, for revising the norms and standards as well as regulations for institutions imparting professional education in the country.
He has extensively worked and revised the Academic Regulations for Punjab Technical University and has worked successfully for increasing access and reach of higher education to the disadvantaged sections of the society through distance education and also for skill development in many regions of the state. He has been part of various High-Power Committees at the State and National level in revamping technical education and polytechnic education as well as quality initiatives in higher technical education.
Dr. Singh was a member of CII Accreditation committee, Center Director for CII-TDB Program, founder member of Education Promotion Society for India and is recipient of many awards and prizes for his contribution to higher education. He has more than 10 international publications in refereed journals, more than 50 articles in magazines, newspapers and national journals and has delivered more than 100 popular and invited lectures in various institutes and organizations of repute.
